It is my pleasure to present the May edition of The Voice of Tourism.
In the last few weeks you have received information regarding the 2008 TIANS AGM which is being held May 22nd-23rd at Liscombe Lodge Resort and Conference Centre, Liscomb Mills, Nova Scotia. The AGM is the opportunity to showcase our members and regions throughout Nova Scotia. In partnership with the Antigonish Eastern Shore Tourism Association and in appreciation of your membership, TIANS is pleased to host you for this annual event.
This year Shebrooke Village will host the Welcoming Reception on Thursday, May 22nd and on Friday, May 23rd Liscombe Lodge Resort and Conference Centre will host a Breakfast with the Minister, the TIANS AGM and industry luncheon with keynote speaker Grant Gordon, Creative Director for Key Gordon Communications and one of the innovators behind the international campaign known as FLICKOFF.
For those of you who are unable to attend the TIANS AGM we urge you to send in your ballots for the election of the 2008/2009 TIANS Board of Directors. All ballots must be received at the TIANS office by 10:00am, Friday, May 16th via fax or mail.
On June 2-8th we celebrate national Tourism Awareness Week (TAW). This event is an important public relations campaign to increase understanding and awareness of the economic and social value of the tourism industry. Details will be posted on the TIANS website.
Last month we updated you on a number of key areas of advocacy that TIANS will pursue to improve the business environment for tourism operators throughout Nova Scotia. Updates have been provided in this edition. Of most importance is the pending repeal of the Tourist Accommodations Act. For the latest update please see below under advocacy.

ADVOCACY UPDATE:
INDUSTRY ADVISORY
One of the key mechanisms TIANS uses to establish advocacy priorities is through the Industry Advisory.
On April 17th the TIANS Industry Advisory met in Wolfville, Nova Scotia to establish priorities from each sector. The list of advocacy areas will be reviewed by the TIANS Board and a workplan of advocacy priorities will be established for 2008/09. To view the minutes from the Advisory meeting please click here.
Tourist Accommodations Act Update – Support the TAA Repeal Today
On May 2, 2008, the Honourable Bill Dooks, Minister of Tourism, Culture and Heritage, introduced a bill to repeal the Tourist Accommodations Act, which requires accommodation properties to be licensed. TIANS has sent letters of support to both the Liberals and the NDP; we would encourage all members to express your support for a resolution on this issue. We need to move this off the tourism agenda, so we can work on issues that will grow tourism receipts in Nova Scotia. To view these letters please click here.
If the Repeal goes through, to be eligible for provincial marketing programs – such as novascotia.com, Doers' and Dreamers', or the Check In Nova Scotia Reservation Service – operators must choose one of several recognized quality rating programs or participate in the industry-led quality standards program governed by TIANS.
TIANS has committed to ensuring the new program will not cost more than licensing did. For over 60% of operators already involved in a rating system, they will actually save anywhere from $80.00 – $800.00.
From December – January TIANS accepted feedback from Industry on the current standards and any proposed improvements that should be considered. On February 13th the Quality Standards Working Group reviewed the current standards and made suggestions for the new quality standards program.
The group also made suggestions for a Code of Ethics sign off and an environmental component. In addition a Cleanliness and State of Repair scoring element will be part of the new program, something that currently does not exist.
The Quality Standards Working Group is currently reviewing a draft of the proposed standards and will continue to provide TIANS feedback and direction as the program is finalized.
TIANS believes the repeal of the TAA will allow both industry and government to move forward and work together on issues that will enhance the competitive position of Nova Scotia in the global tourism market.
Nova Scotia tourism is facing some critical issues such as access into the province and failing tourism infrastructure. TIANS has strongly urged all parties to support the passing of this Bill so that we can focus on more substantive issues that will actually grow tourism revenues in this province.
ENVIRONMENTAL ADVOCACY
Protecting Heritage Lighthouses – Action Needed – Save these Tourism Coastal Icons
In February an Act to Protect Heritage Lighthouses, was given first reading in the Commons. TIANS has been supporting the efforts made by the Heritage Trust of Nova Scotia to protect and preserve historic Lighthouses. To date the Bill was passed by the Senate, and has passed two readings in the Commons, the farthest the Bill has ever gone. Once the Bill is adopted by the committee and has a third reading in the Commons, it will become law. Please express your support to your Member of Parliament today. Ship Harbour Long Lake Wilderness Area - Your Help is Needed
After almost ten years of hard campaigning, the proposed Ship Harbour Long Lake area is finally going forward for a formal public review to decide if indeed it will be designated as Nova Scotia’s newest protected Wilderness Area. If this special place is going to be saved it will need strong support from you and as many like-minded individuals as possible. Miller's Creek Mine Extension
On February 21 CGC Inc., Fundy Gypsum registered the proposed Miller's Creek Mine Extension Project, Hants County for environmental assessment, in accordance with Part IV of the Environment Act. For more information please click here.
FINANCIAL ADVOCACY
2008 Budget Highlights
The budget for tourism remains static with a slight decrease over last year. As part of 2008 advocacy we continue to make the business case for a significant tourism budget increase. The Culture Division budget has increased by an additional one million dollars - this is part of the commitment to double their budget in three years. The Heritage Budget remains the same. The Film Credit increased to 50% of eligible expenses to attract film development and digital media to Nova Scotia.
The Department of Natural Resources has an additional one million over last year (2.2 million) to acquire land as part of government’s commitment to 12% protection by 2009 – this is part of TIANS advocacy.
Transportation has increased the road budget by 11 million but there was no mention of a more strategic approach. We will be following up on our request for a tourism filter in decisions on investment. There was no mention of the Bikeways Initiative as part of infrastructure investment.
Personal income tax credit will be increasing by $250.00 provincially effective 2008 – anything that enhances disposable income is good for tourism.
Seasonal Tourism Business Designation
In the last newsletter we updated you on our request to the Minister of Tourism, Culture and Heritage to review the constrictive terms under which a business may qualify for the Seasonal Tourist Business (STB) tax incentive. Currently operators who wish to take advantage of the incentive are required to close for 120 consecutive days, which prevents them from offering their products and services during holiday weekends or events which could assist them in building their business.
In a letter to Minister Dooks, TIANS has requested a consideration of a move to closure for 120 non-consecutive days. To view the letter please click here.

Tourism Investment
On February 12th TIANS wrote a letter to Premier Rodney MacDonald urging investment for a modernized facility to host larger events and conventions. To view a copy of the Premier's response please click here.

TRANSPORTATION ADVOCACY
Digby/St. John Ferry - Long Term Solution Needed.
The two year interim solution to continue operations of the Digby/St. John Ferry is coming to an end. The Tourism Industry needs a long term commitment and support for this service.
Access into Nova Scotia remains vulnerable and we need policies that support our ability to transport visitors and trade into Nova Scotia. TIANS is urging the federal government to find a long term solution on this issue. We need Industry to let their voice be heard. Please contact your Member of Parliament today. TIANS will be meeting with provincial and federal officials over the coming weeks. On April 23, TIANS met with MP the Honourable Mark Eyking to seek support on this issue.
WHTI and the NEXUS program
In March representatives from the Canada Boarder Services Agency (CBSA) provided an update on the WHTI and the Nexus program to TIANS and the Central Nova Tourism Association. Highway Investment
In a recent member survey, 21% of TIANS members believe the condition of the highways is greatly affecting the tourism industry. This will continue to be a key area of advocacy.
TIANS has asked the provincial government to establish a “tourism filter” on new road investment. We need to take the politics out of road repair and prioritize investment in infrastructure. TIANS will continue to advocate that the federal formula for highway investment allow investment in the secondary roads. Let your voice be heard on this issue - contact your MLA toady and ask them to put tourism first into their decision making.
HUMAN RESOURCE ISSUES AND ADVOCACY
Presentation to the Standing Committee on Citizenship & Immigration
On April 16th TIANS and the Nova Scotia Tourism Human Resource Council presented to the Standing Committee on Citizenship and Immigration on the increased demand from the tourism industry in understanding and accessing the Temporary Foreign Worker market. To view this presentation please click here
Responsible Service Program
On February 19th TIANS and NSTHRC presented to the Interdepartmental Committee on Alcohol Service. Because of the increase in over service and violence in particular in HRM, this Committee has been struck to look at new regulations to address these challenges. The Department of Health Promotion and Protection has been asked to lead this Interdepartmental Committee on Alcohol Policy in Licensed Establishments to provide the Government of Nova Scotia with recommendations on the following five issues by early March:

Spring 2008 TIANS Membership Survey
In March TIANS launched its Spring 2008 TIANS Membership Survey. The survey had a 20% response rate from our members who indicated:

Year to date business inquiries were 69% better or the same as 2007.

Year to date 76% of businesses anticipated 2008 would be better or the same as 2007.

December 2007 Tourism Snapshot
The December 2007 Tourism Snapshot market Research product, prepared for the tourism industry provides a monthly and year-to-date update on key CTC market visits to and from Canada, performance of competitors, and other tourism related statistics. 2007 On-Line Visitor Satisfaction Final Results
In the summer of 2007 an On-Line Visitor Satisfaction Pilot program was conducted with volunteer accommodation operators. The participating properties collected e-mail addresses from the visitor, and then the visitor was sent an on-line survey from Corporate Research Associates. The 2007 Pilot Project Final Report is now available with Appendix A, the Accommodations Survey and Campground Survey, and Appendix B Tabular Results. To view the report please click here.

Nova Scotia Tourism Human Resource Council Honoured
On May 6th the Nova Scotia Tourism Human Resource Council (NSTHRC) was honoured by the Halifax Regional School Board with the “Outstanding Supporter Award” – this award is in recognition for the work the Council does to advance tourism education throughout Nova Scotia. The Tent Dwellers Festival & Trip Launch: May 17th
The year 2008 marks the centennial of the publication of The Tent Dwellers by Albert Bigelow Paine, a book chronicling a wonderful canoe and trout fishing trip through the interior of southwestern Nova Scotia in the early 1900s. The launch kicks off with the recreation of the original wilderness canoe trip. Experienced outdoor enthusiasts from the local area will re-live this historic journey. The public is invited to the launch event which will take place at Milford House and at Jakes Landing in Kejimkujik. There will be guest speakers, presentations, and music. Tourism Awareness Week – Tourism is Everybody’s Business: June 2nd-8th
This year Tourism Week will be celebrated during the week of June 2nd-8th across the country. We celebrate Tourism Week province-wide as an opportunity to recognize the value of tourism in Nova Scotia to our economy in communities throughout the province.
This public awareness event is to heighten the understanding of the tourism industry, Nova Scotia’s most promising economic sector.
Tourism is a $1.3 Billion industry which generates over $200 million in tax revenue that helps finance social programs, health care and education throughout Nova Scotia.
Tourism operators are taking advantage of this important week by inviting residents into their tourism business, holding community events and looking for opportunities to profile all the great attractions in their region.
